In their pursuit of multiple objectives, governments are constantly obliged to adapt the mix of instruments and to reform their policies. But the measures adopted in health care in the 1980s and in the early 1990s have been far more important than the structural changes implemented during the preceding decades. This volume describes and assesses the reform path followed in seven European countries: Belgium, France, Germany, Ireland, the Netherlands, Spain, and the United Kingdom. It outlines the principles adopted by most of these governments to monitor change, though the objectives remain, despite budgetary constraints, to improve the health of the population in general as well as equitable access to health while respecting macroeconomic equilibria.
