About the Author:

Senior Advisor, Government of the Republic of South Sudan specializing in Infrastructure development, regional integration, policy, strategic planning, and legislation with slant for e-security, ICT for poverty reduction (ICT4PVR), wealth generation and job creation. He has served as Special Advisor to Government of Rwanda and over 40 African Governments, including Ethiopia (Private Sector Development), Eritrea (National Communications Policy) and Zimbabwe (University External Examiner), and beyond. He has consulted for and with British Telecom, Telecom Australia (now Telestra), various UN Agencies, EU and other regional bodies. He is former Rangwe Member of Parliament and Chair, Parliamentary Communications Sub-Committee. He’s married with 3 children.
