About the Author: David H. Rosenbloom is Distinguished Professor of Public Administration in the School of Public Affairs at American University in Washington, DC. He earned his Ph.D. in Political Science from the University of Chicago (1969) and holds a BA in Political Science and an Honorary Doctor of Laws degree from Marietta College (1964, 1994).Before moving to American University, he taught at Syracuse University146s Maxwell School of Citizenship and Public Affairs (1978-1990), where he was named the first Distinguished Professor in the School146s history, the University of Vermont (1973-1978), Tel Aviv University (1971-1973), and the University of Kansas (1969-1970).In 1970-1971 he was an American Society for Public Administration Fellow in the Office of Federal Equal Employment Opportunity at the U.S. Civil Service Commission. He served as editor in chief of Public Administration Review (1991-1996) and coeditor in chief of the Policy Studies Journal (1985-1990).
