By focusing on such pivotal topics as conflict and compromise, students are able to see how institutions and political processes really work.

In lively prose, Ackerman and Ginsberg explain the origins of each constitutional provision, assess the ways in which each has been used and interpreted over time, and examine the controversies that continue to surround key constitutional principles such as the president's powers during times of war and Congress's power to regulate interstate commerce. The authors also address a number of long-standing American political principles and practices that are not discussed in the Constitution, although many Americans think they are. A selection of related documents is included, as well as a list of recommended online resources for further reading and research. The Third Edition includes expanded headnotes, coverage of recent Supreme Court decisions, and other important updates.

About the Author: William T. Bianco is professor of political science at Indiana University, Bloomington. His research focuses on congressional institutions, representation, and international cooperation in crewed spaceflight. He received his undergraduate degree from SUNY Stony Brook and his MA and Ph.D. from the University of Rochester. He is the author of Trust: Representatives and Constituents and numerous journal articles. His research and graduate students have received funding from the National Science Foundation and the National Council for Eurasian and Eastern European Research. He has served as a consultant to various candidates, political parties, and government agencies. He was also a Fulbright Senior Scholar in Moscow, Russia, during 2011–12.

David T. Canon is professor and department chair of political science at the University of Wisconsin, Madison. His teaching and research interests focus on American political institutions, especially Congress, and racial representation. He is the author of Actors, Athletes, and Astronauts: Political Amateurs in the United States Congress; Race, Redistricting, and Representation: The Unintended Consequences of Black Majority Districts (winner of the Richard F. Fenno Prize); The Dysfunctional Congress? (with Kenneth Mayer); and various articles and book chapters. He served a term as the Congress editor of Legislative Studies Quarterly. He is an AP consultant and has taught in the University of Wisconsin AP Summer Institute for U.S. Government and Politics since 1997. Professor Canon is the recipient of a University of Wisconsin Chancellor's Distinguished Teaching Award.

Benjamin Ginsberg is the David Bernstein Professor of Political Science and Chair of the Center for Advanced Governmental Studies at the Johns Hopkins University. He is the author or coauthor of 25 books, including Presidential Power: Unchecked and Unbalanced; Downsizing Democracy: How America Sidelined Its Citizens and Privatized Its Public; Politics by Other Means; The Consequences of Consent; The Worth of War; and The Captive Public. Ginsberg received his PhD from the University of Chicago in 1973. Before joining the Hopkins faculty in 1992, Ginsberg was Professor of Government at Cornell. His most recent books are The Fall of the Faculty: The Rise of the All-Administrative University and Why It Matters; What the Government Thinks of the People; and Analytics, Policy and Governance.
