About the Author: Peter Bridgman is a senior officer in the Queensland public service. He is a former head of Queensland's policy division, cabinet secretary, and clerk of the executive council. He is a member of the National Counter Terrorism Committee and the Order of Australia Council. Glyn Davis is the vice chancellor at Griffith University and foundation chair of the Australia and New Zealand School of Government. He is the author of A Government of Routines and the former director general of the Department of the Premier and Cabinet in Queensland.
