Slight browning at edges and folds; minor nicking to edges; else a well- preserved specimen. 4to sheet, ruled in blue ink, folded to form 4 8vo pages; written recto and verso. Fine holograph letter of recommendation, sent to the Secretary of War for one of his appointments by Hitchcock in his capacity as former chairman of the War Board (as well as a special advisor to Stanton); dated at Washington, July 28, 1866 at head: "Sir: I beg leave respectfully to remind you of the application of Bvt Lt Col. James W. Nicholls for one of the appointments just provided for by the Army Bill. Col. Nicholls is from Tennessee; and has, I understand, the endorsements of the whole delegation from that State. He has been an additional Paymaster for some three years, and has been constantly on duty. His character is unexecptionable in both public and private life . Whatever character I may have acquired during a service of some forty years and more in the army, I am willing to pledge it all in behalf of James W. Nicholls. Very Respectfully / Your Obt Servt / E. Hitchcock (1798-1870), Vermont-born soldier and author, grandson of the American Revolutionary War hero Ethan Allen; graduate of the US Military Academy, West Point, in 1817; commandant of cadets at West Point (1829-33); commander of Fort Stansbury, Florida, as Lieutenant Colonel in the Third US Infantry (1842) following service in the Second Seminole War; retired from service, 1855; appointed special adviser to the Secretary of War in February, 1862 (through the influence of General Winfield Scott, under whom he served in the Mexican War); chairman of the War Board (March - July 1862); commisioner for Prisoner of War Exchange (from November 1862 to the end of the Civil War); Commissary-General of Prisoners (to 1867); also notable as the author of several works in the scientific and philosophical fields. Stanton (1814- 69), American lawyer and public official; admitted to the bar in his native Ohio in 1836 (later practiced in Pittsburgh and in Washington); Counsel for the State of Pennsylvania (1849-56); US Attorney General (1860); US Secretary of War (1862-68); appointed by Grant to the US Supreme Court, but died before taking office. James W. Nicholls was a Tennesseean loyal to the Union and an officerin the regiment.He was appointed Additional Paymaster by Presdent Lincoln in 1863 and brevetted as a Lieutenant Colonel of U.S.Volunteers on March 13, 1865. After the war, he remained in theservice and was named Major and Paymaster, U.S. Army on January 17,1867. He served in Washington and at several posts on the Western frontier in Montana and in Texas, including Fort Brown, until resigning his commission on July 23, 1875. Signed: I Signed by Author.
