Former Assistant Secretary of State Bancroft Davis (1822?1907), acting in his capacity as associate judge on the United States Court of Claims, writes to Senator George F. Edmunds regarding the status of American claims for Spanish reparation made following the armed revolt in Cuba in 1869, describing the complicated ensuing diplomatic negotiations between the United States and Spain. Davis urges Edmunds, a prominent Republican from Vermont, not to pursue a proposed inquiry, as any such formal proceeding might not only bring a halt to the generally favorable ? if slow-moving ? terms of the current agreement but also affect Secretary of State Hamilton Fish's efforts to avoid official American involvement in the question of Cuban independence.
