Silk or linen printed in dark blue with borders of red, white, and blue cloth; approximately 20 x 20 inches (flattened); silk or linen browned from offsetting; few loose threads at outer border; recent pencil annotation at one corner; very good overall. The first of three recorded states of this 1880 pro-Garfield banner, with 38 stars for states and 8 stars for territories. One of the great issues of the US Presidential campaign that year had to do with Chinese immigration, and the fear, especially in California, that great numbers of Chinese entering the country would not only cheapen the value of labor, but also change the American character. Garfield supported limits on Chinese immigration, which he labeled "an invasion to be looked upon without solicitude." By 1880, American manufacturing was ascendant in global commerce, with high capacity, low costs, and protectionist trade policies that continued from the Civil War era. American industrial products flooded British and European markets with capital goods. The London Daily Mail noted in 1880 that American manufacturers had undercut their besieged British competitors in "electrical machinery, locomotives, steel rails, sugar-producing and agricultural machinery, and latterly even stationary engines, the pride and backbone of the British engineering industry."
