Stalinist Russia, where the pre-existing social and economic order was replaced by central planning and state bureaucracy, evinced its own forms of class rule. In effect, Rizzi turned Marxist class analysis against a presumed Marxist state, and finds that the Soviet bureaucrat has displaced the capitalist: both were exploiters of the masses. Moreover, spreading state control - as in Nazi Germany and New Deal America - presaged, according to Rizzi, a broad convergence towards the 'bureaucratization of the world.'
