About the Author:

Thomas J. Courchene is Jarislowsky-Deutsch Professor and director, Institute of Intergovernmental Relations, at Queen's University and senior scholar, Institute for Research on Public Policy, Montreal. John Allan is associate director, Institute of Intergovernmental Relations. He is also vice-president emeritus and professor of economics emeritus, University of Regina. Hoi Kong is assistant professor of law, cross-appointed with the School of Urban and Regional Planning, Queen's University.
