20.5 X 11 cm. May have circulated as money. Permission to employ a citizen of the Cherokee Nation. "50 CENTS" at center, overprinted on text. Under the Act of November 5th, 1892 upon payment of 50 Cents the employment of a Cherokee Indian could be obtained for a period of days. Permission was granted to James Randall, a Delaware who was a citizen of the Cherokee Nation, but was very active in the fight to have the federal government live up to the treaty they had signed with the Delaware for the allotment of lands within the Cherokee Nation. "Treasurer Cherokee Nation." in the right end signature block is stamped with the name of E.E. Starr who was Cherokee by blood, born in Texas, August 11, 1849. He came to Oklahoma soon after the civil war with his father, and settled near Flint, where he engaged in merchandising and farming. He was successful and had accumulated quite a fortune. He stood high in the councils of the Cherokee Nation, being Treasurer during the payment of the strip money of $6,000,000.00, discharging his duty so efficiently that not even any suspicion of wrong-doing was ever breathed against him. He was Senator from Flint District one term. Signed by Joe M. Lahay, Clerk of the district who was a Cherokee lawyer and one of the first Mayors of Claremore, Oklahoma and one of the last Treasurers of the Cherokee Nation. Embossed seal, left.
