This consists of a lengty statement on why a base is needed on the Columbia followed by testimony by Secretary of the Navy Josephus Daniels, Assistant Secretary Franklin D. Roosevelt, Rear Admiral H.R. Stanford, Rear Admiral A,W. Grant, Rear Admiral Winslow, Rear Admiral Charles J. Badger, Rear Admiral Victor Blue, Rear Admiral W,S. Benson, etc. Bound together with House document No. 113, Committe on Naval Affairs, House of Representratives, Tuesday June 27, 1916, a report on the effeciency of the Naval Militia.
