He analyzes how the U.S. assesses the Soviet threat (badly, he says), how we decide on defense expenses (by guesswork), how money is actually spent (by service rivalry), and he takes a look at the role of recent Secretaries of Defense (some good, some bad, all with less authority than most citizens imagine).
