Presentation copy, inscribed and signed by Blücher to Gustav Hilger (1886-1965), whose bookplate is on the pastedown and signature on the flyleaf (another former owner's bookplate is also on the flyleaf). Blücher was German Minister in Finland; Hilger was Counselor of Legation, later Counselor of Embassy in the German Embassy in the Soviet Union. 'The memoirs of Gustav Hilger [The Incompatible Allies: a Memoir-History of German-Soviet Relations, 1918-1941; New York: Macmillan, 1953] as the German commissary for POWs in Russia and Wipert von Blücher the secretary of legation at the Eastern department are also indispensable sources for the understanding of early German-Soviet relations and on Maltzan's role as the chief of the Russian department ('Russische Abteilung') and later the Eastern division (Ost-Abteilung)' (Pouyan Shekarloo, 'Maltzan - The Architect of Rapallo: Weimar Foreign Policy, German-Soviet Relations, and the Treaty of Rapallo, 1920-22'; Research Paper, 2010).
