In 1735 a team of French scientists went to Ecuador to measure a degree on the equator in order to determine the precise shape and girth of the earth. Accompanying the expedition as watchdogs for Philip V of Spain were two Spanish naval officers, Jorge Juan and Antonio de Ulloa, exemplars of enlightenment through and sensitive, perceptive observers. For ten years while working with the French team the viewed daily life in most of Spanish South America, and eventually published a widely read, glowing description of this area. At the same time they wrote a second manuscript of an entirely different sort: a confidential report to the king and his ministers describing corruption, graft, brutality, smuggling, immorality, extortion, and a host of other evils pervading the Spanish colonial system in the viceroyalty of Peru. The manuscript discussed in detail economic life, military conditions, weakness and corruption in imperial administration, and the plight of the Indians. The report subsequently circulated among royal bureaucrats in Madrid and became the basis for a number of imperial reforms of the last half of the eighteenth century. One of the copies of the report slipped out of Spain and was published in London in 1826 in a Spanish edition, primarily as a postscript to the wars of independence in Spanish America. Partial and full editions of the work appeared later in the midnineteenth and twentieth centuries. However, this is the first English edition, and the only translation ever made from the original report. Few works on the Spanish Empire can compare with it for style or perception; it ranks with Alexander von Humboldt's Political Essay on the Kingdom of New Spain as one of the keenest analyses of Spanish colonial life and institutions. Written in the first person, primarily by Antonio de Ulloa, the Work provides a unique insight into the politics and morality of the Spanish imperial system.
