About the Author:

Dr. Odgerel Ulziikhutag works with the ICTPA, Mongolia. He received Ph.D degree in Information Technology from Mongolian University of Science and technology in 2008, Master of Philosophy in Infrastructure Management from Yokohama National University, Japan.His research interests are e-government, ICT policy in developing countries.
