About the Author: Simeon Maile is a research director in the policy-analysis unit of the Human Sciences Research Council. He has published widely in national and international refereed and accredited journals on educational management, policy analysis, HIV/AIDS, and education labor relations. His research focuses on the economics of education, the policy implementation and research nexus, and coherence of development and poverty policies.
