No place or date. Presumed Washington, 1861. Pamphlet, disbound from a larger work. Lacking any wrappers that may have been issued. 16 pp. A congressional speech apparently against emancipation of enslaved people, asserting among other things, that 'it remains true that, the abolitionist is the worst enemy of the slave, and the humane master his truest and best friend.' Harding was served as a Unionist and Democrat from Kentucky in the 1850s and 1860s. GOOD condition. Minor foxing. Some wrinkling. Pamphlet tenuously bound along the spine.
