Synopsis: China has both the capacity and the need to become a global leader in sustainable development and innovation in environmental technology. Building an Environmentally-friendly Society Through Innovation acknowledges many of the mistakes that have been made in the past where economic development has resulted in pollution to land, air and water but more importantly it presents a blueprint for the future with the recommendation that a National Environmental Innovation Action Plan is established. In addition, to achieve a more effective nationwide regulatory environment and to bolster public participation the creation of a National Environment Information System that would be managed by the new Ministry of Environmental Protection.

About the Author: David STRANGWAY is President Emeritus of The University of British Columbia and the University of Toronto, and the founder, first president, and first chancellor of Quest University Canada. A geophysicist by training, he once served as NASA s Geophysics Branch chief, in which post he was responsible for the geophysical aspects of NASA s Apollo missions. The author of numerous research papers, he is the recipient of numerous awards for his scientific work, including the NASA Exceptional Scientific Achievement Medal in 1972.

Liu XIELIN is a professor in the School of Management at Graduate University of Chinese Academy of Sciences, CHINA. A former visiting fellow at the Sloan School of Management, MIT,currently he is a professor in the National Research Center for S&T for Development, Ministry of Science and Technology and Vice President of the Chinese Association of Science and S&T Policy. His research mainly involves innovation policy and management of technology and innovation. The author of many papers and several books on research policy, technical innovation, management studies, and technology management, he currently serves as an Associate Editor of the African Journal of Science, Technology, Innovation & Development.

Feng ZHIJUN is Vice-Chairman of the 8th Central Committee of the China Democratic League, China.

The book's core argument is that technological innovation is what has driven the industry in the past 125 years, but, at the same time, the industry has created problems and faced controversies with regard to its path dependency on carbon-intensive technologies. As a result, we have witnessed growing role of environmental regulators in ensuring that the growth path of the automobile industry, a powerhouse of growth of several economies, is aligned with the larger goals of addressing climate change and energy concerns. Against the backdrop of the emergence of Brazil, China and India in the global economy, the book focuses on the developments in these three countries, and draws parallels with Germany, which benefited from first mover advantage in technology and a substantial head-start in implementing cogent environmental policies. A standardized International Patent Classification (IPC) system has been used to, first, construct an index of regulatory stringency, based on regulations that came about between 1985 and 2010; and second, construct a unique cross-country weighted patent dataset for technologies invented in the past two and a half decades. However, increasingly it has been acknowledged that the major problems in guiding the Chinese economy and society towards sustainability are to be found at the local level. This book illuminates the fast-changing dynamics of local environmental politics in China, a topic only marginally addressed in the literature. In the course of building up an institutional framework for environmental governance over the last decade, local actors have generated a variety of policy innovations and experiments. In large measure these are creative responses to two main challenges associated with translating national environmental policies into local realities. The first such challenge is a 'policy implementation gap' stemming from the absence of the state capacity necessary to the implementation of environmental measures. The second challenge refers to the need for local non-state actors to engage in environmental management; oftentimes such a 'participation gap' contributes to implementation failures. In recent years, we have seen a multitude of initiatives within China at the provincial level and below designed to bridge both 'gaps'.
