Tatham owned Windmill Island in the Delaware between Camden and Philadelphia, and, after a dispute over property rights, brought suit against the Camden and Philadelphia Steamboat Ferry Co., a company controlled by the joint companies. Finding in Edwin A. Stevens a powerful adversary, Tatham determined to publish this pamphlet in an effort to exposae the monopoly practices of the joint companies.
