The author has chosen for translation the volume in which Harada details the Japanese power struggle of 1930 over the acceptance of the London Naval Treaty, a struggle centered about the division of civil and military authority. Here Harada reports the successive steps through which Prime Minister Hamaguchi, with the aid of Saionji and his circle of likeminded men in the court and the high command, thwarted opposition to ratification of the treaty and achieved what was to be proven a fragile victory."
