He was noted for fighting the bubonic plague in San Francisco during 1904, and following that the Earthquake organizing the relief and dealing with government problems that arose. H was a progressive Republican who fought the Southern Pacific for public control of the port of Oakland. He was denied the nomination by the railroad wing of the party.
