Research suggests that if the majority of a country's financial institutions are owned by the state, that country will experience slower financial development, less efficient financial systems, less private sector credit, and slower GDP growth. Yet more than 40 percent of the world's population live in countries in which public sector institutions dominate the banking system. About the Author:


Gerard Caprio is director of the Operations Policy Department in the World Bank's Financial Sector Presidency. Jonathan L. Fiechter is deputy director of the Monetary and Financial Systems Department at the International Monetary Fund. Robert E. Litan is a senior fellow in Economic Studies at Brookings and vice president for research and policy at the Kauffman Foundation. Michael Pomerleano is lead financial specialist in the Financial Sector Operations and Policy Department of the World Bank.
