About the Author:

Sharon E. Duggan is an attorney in private practice in Berkeley, California. As a private practitioner for the past 24 years, she has represented environmental organizations and individuals throughout California in a wide variety of matters involving state and federal forestry, water quality, endangered species, environmental quality, and administrative procedure laws. She received her J.D. from McGeorge School of Law.

Tara Mueller is a Deputy Attorney General in the Land Law Section of the California Attorney General s Office in Oakland, where she represents the California Coastal Commission, State Lands Commission, and other state lands agencies in environmental and land use litigation and other matters. Ms. Mueller has practiced environmental and land use law for the past 13 years, specializing in endangered species and other natural resources matters. She received her J.D. from Hastings College of the Law.
