Not one of the ten men who have contributed essays on various aspects of the current Administration sees the President in the same light as his distinguished colleagues except in one respect~ since assuming office, Lyndon Baines Johnson has incontrovertibly made things happen at a rate unprecedented in our annals. To James MacGregor Burns, who selected these speeches, President Johnson's "systems approach" to domestic problems distinguishes him from his predecessors. Walter W.
