A near-final draft of a bill, sponsored by Texans in the Confederate Congress, ordering the judiciary branch to pursue men who had used government authority to acquire Texas cotton at low prices. The CSA wanted the revenue from the sale of cotton abroad or smuggled into Union territory, but Kirby Smith, in charge of the Cotton Bureau in Texas, angered farmers there with his strong-arm tactics.
