Over the past 15 years, Bosnia and Herzegovina has served as alaboratory of techniques to re-establish state sovereignty andpromote democracy. The post-conflict intervention in Bosnia hasjustifiably received great interest from political theorists andscholars of international relations who have explored thelimitations of the institutions and policies of internationalintervention. This book begins from an alternative premise: ratherthan examining institutions or charting limitations, Jeffrey arguesfor a focus on the performance of state sovereignty in Bosnia as ithas been practiced by a range of actors both within and beyond theBosnian state. In focusing on the state as a process, he arguesthat Bosnian sovereignty is best understood as a series ofimprovisations that have attempted to produce and reproduce astable and unified state. Based on four periods of residentialfieldwork in Bosnia, The Improvised State advancesstate theory through an illumination of the fragile and contingentnature of sovereignty in contemporary Bosnia and its grounding inthe everyday lives of the Bosnian citizen.
