Data available in Washington up to 1 January 1945 have been incorporated in the study. To meet the varied requirements of users, the material is presented in two distinct patterns. Chapter I, entitled "Brief," is a condensation of the material presented in much greater detail in the succeeding chapters. It provides a "quick look," complementing the main body of the study.
