1869, 24pp. Wrps. Very light staining on the front cover, light soiling, else G. Ensign H. Kellogg was a state senator from Pittsfield, Massachusetts, and a delegate to the 1860 Republican National Convention. I don't know why he used the name 'Pontoosuc' unless it was to commemorate a famous American Indian chief from his area. He apparently wrote to Grant who had just been elected to the presidency and was a Republican, whereas Andrew Johnson was a Democrat whose term was ending and who was leaving office after having been impeached. See Sabin 37289. The two letters concern the so-called Alabama Claims. The Alabama, as were many others, was a ship built in Great Britain for the Confederacy. The United States sued the United Kingdom for damages. A tribunal consisting of the U.K., the U.S., Italy, Switzerland, and Brazil held that the U.K. had violated neutrality and ruled that it should pay the U.S. $15,500,000. The demands had been for much more, even including the ceding of Canada to the U.S. This case instituted the principle of international arbitration, and was thus the precursor of the Hague Convention, the League of Nations, the World Court, and the United Nations.
