Rich, who served as Assistant Special Agent of Treasury under Andrew Johnson, while Welles was Secretary of the Navy, and contains the following inscription on the front pastedown: J.S. Rich's friend, 1880. Gideon Wells (sic) when Secretary of the Navy under late President Johnson, always was ready and willing to do me a favour + aide me with President Johnson + cabinet in important matters all of which [continues illegibly]." Front free endpaper and preliminary pages missing, fading to spine, else very good with normal wear. Binding is strong, text block is clean. Remains in good minus condition overall.
