There are few more paradoxical transactions in history than that by which the United States acquired the whole of Louisiana when its representatvies were seeking little more than a city--New Orleans. In this book the forces motivating Napoleon in the transfer are developed clearly. The credit that is due Livingston, rather than Monroe, for the counduct of affairs in Paris at this time is properly assessed by the author.
