In this important State of the Union message, Jefferson announces the failure of the embargo which the Congress would later repeal, and asks Congress "to decide on the course . [and] with an unerring regard to the essential rights and interest of the nation, weigh and compare the painful alternatives out of which choice is to be made." A stunning abdication of presidential leadership and low point in Jefferson's presidency. In this State of the Union message Jefferson broke with the tradition that Washington and Adams had established of presenting the message in person and as a speech. So, for about 100 years beginning here the "State of the Union" is a message and not a speech. 8vo. 12 pp. Shaw & Shoemaker 16473. Removed from a nonce volume; inch-long tear in inner margin, not touching text; repaired. Ink inscription ("Office of the Secretary of the Treasury[.] Not to be loaned.") written between the lines of the title on the title-page by a contemporary hand. Title-page browned.
