Concerns the troubling problem of American soldiers and sailors (some naturalized) captured during the War of 1812, made prisoners of war, then declared to be citizens of Great Britain and transported for trial, and American threats of retaliation. Consists of the President's message (p. [3]) transmitting "a report from the Department of State," signed in type: James Madison; and the report from the Department of State signed in type on p. [4] by James Monroe, the Acting Secretary of State. Accompanying documents includes an extract of the agreement of 16 July 1814 on the exchange of prisoners. House document (United States. Congress.
