A five-year (1921?1926) account of the complex relationship between the League of Nations and the Russian refugee organizations during the period immediately following the Russian Civil War (1918?1922). The author advocates for ?self-help? within the Russian ?migr? community, but also calls out international organizations and local governments for their indifference to the plight of the refugees. About two million individuals fled Russia in this period, most in difficult financial circumstances. Russian refugee aid organizations such as the Russian Red Cross and Zemgor (Russian Zemstvos and Towns Relief Committee) appealed to international organizations such as the League of Nations and the International Labor Bureau for legal and financial assistance with mixed results as documented in this pamphlet. The Economic Bureau of Professor Sergei Prokopovich published this socio-economic memo. The professor, a famous economist and member of the provisional government, founded this Bureau in Berlin in 1922 (in Prague starting in 1924) after his expulsion from the Soviet Union. The author, Boris Nikol?skii (1885?1968), was a trade agent of the Russian Empire, turned historian and journalist in emigration. As of January 2020, KVK and OCLC only show the copies at Leeds and Cornell.
