Shelagh Peoples is from Scotland. She has a Ph.D. in Educational Research, Measurement and Evaluation (Boston College), and a B.Sc. (University of Aberdeen). She currently works as a psychometrician for a governmental agency in the U.S. She has published research papers on developing Rasch-based instruments for learning and teaching environments.
