Synopsis:

In this study of Navajo affairs during the New Deal era, I have tried to keep two basic goals in mind. My first goal has been to tell the story of the tribe;experience as objectively as possible. Because of the controversial nature of the federal programs and the criticisms they arouse, the facts of the situation have become intermingled with an inordinate amount of innuendo, gossip and fantasy. I have tried to penetrate through this mass of misinformation by tapping into a wide variety of original sources and by reconstructing what I believe is a fairly accurate account of the Navajos' experience during the New Deal. My second goal has been to assess the philosophy of Indian affairs that Commissioner John Collier attempted to implement after he assumed office in 1933. The central theme of Collier's policies was an uncompromising rejection of past efforts to assimilate Indians into white society. As commissioner, Collier sought to carry out a philosophy of cultural pluralism which both tolerated and encourages Indians to be Indians.
