About the Author: Tom Y. Otoshi is an independent consultant with more than 40 years of experience working at NASA's Jet Propulsion Laboratory, where he specialized in microwave antenna systems. He was elected an IEEE Fellow for "his contributions to microwave measurement techniques for deep space communications and radio science." He also received a NASA Exceptional Service Medal, 17 NASA New Technology awards, 16 NASA Space Act Innovation awards, and seven NASA Group Achievement awards, as well as one patent. He holds a B.S. and M.S. in electrical engineering from the University of Washington.
