Pamphlet of 9 pps. consisting of a message dated DEcember 18, 1886 from one Rowland R. Hazard representing the North and East River Railway Company, to the Board of Aldermen of the City of New York regarding the Mayor's refusal to approve the Board's consent to allow the company to construct and operate its electric surface railway on Fulton, South and West Streets in lower Manhattan. The Board of Aldermen had approved the company's plan but Mayor William R. Grace blocked it (for obscure legal but undoubtedly politically expedient reasons). At this period, surface electric railroads, the precursors of the NYC subways and elevated lines, were rapidly expanding as the city expanded northward on Manhattan Island. Front page lightly soiled and with shallow chipping along the bottom edge, small tape repair left edge (not affecting text.
