Nursing's first major use of the approach was in 1923 when the Goldmark Report was issued. The committee which sponsored it had been established in 1918 with funds from the Rockefeller Foundation. It was chaired by C.-E. A. Winslow . . . and it included physicians, agency administrators, and nurses. . . . Josephine Goldmark . . . was hired as secretary and researcher for the committee.
