Pepper was born in Georgia in 1900. After Army service, he studied law at Harvard where he became a traditional Progressive and later a supporter of the New Deal. Defeated for the Senate in 1950, he practiced law until his victorious campaign for a seat in the House of Representatives, where he has emerged as the leading advocate of the senior citizen lobby. His autobiography, written with Time correspondent Gorey, is a highly partisan name-dropping document. The accounts of great legislative battles are simplistic and one-sided.
