Circa 1960s. Red paper cover with illustration of cartoon character Pogo riding a tiger with a key with the words "Work Training" written on it. Walter Crawford Kelly, Jr. (1913-1973) was an American illustrator and cartoonist, most notable for his satirical comic strip "Pogo" which was syndicated for 26 years. This is a promotional pamphlet for the Neighborhood Youth Corps, a federal program founded in 1964 as part of President Lyndon B. Johnson's Great Society. The purpose of the Neighborhood Youth Corps was to give poor urban youths job experience and to encourage them to stay in school. A portrait and quote from President Johnson is in the front, and a portrait and quote from W. Willard Wirtz, Secretary of Labor, is in the back.
