About the Author:

Randal R. Morrison is with Sabine & Morrison, a San Diego based law firm specializing in public agency law. He is admitted to practice in the U.S. Supreme Court (2001), several federal courts of appeal (various dates), all California state courts (1986), and has also practiced before the International Chamber of Commerce in London England. His practice, national in scope, is focused primarily on sign regulation, public forum and government speech. He operates the website www.signlaw.com, and is a frequent speaker at state and national conventions of local government officials and land use planners. Morrison is a 1986 graduate of the University of the Pacific McGeorge School of Law in Sacramento California (JD with distinction, Order of the Coif). He was a radio broadcaster before becoming a lawyer.
