Synopsis: The end fo the Cold WAr has facilitated a rethinking of national priorities. Now tha thte threat of cataclysmic war has abated, policymakers are turning to domestic economic and social problems - the demand of expanding populations for social services; the decline of an industrial base; the transition to a poeacetime economy; the retaining of a work force; the protection of the environment; the remedying of race., gender, and class inequality; and the ability to compete in international markets.
