It would seem desirable that a time book should be adopted of a size readily carried in the pocket and properly ruled to show one month s or one week s time as conditions may require. On a large road it would not seem desirable, however, to combine all of the foreman s monthly reports in one book, as such a book would be very cumbersome both for the foreman and for the clerks who handle the accounts. The committee recommends a time book using one double page for the time and distribution for each man. The last page of this book should give a recapitulation, distributing the total time of the gang between the different Interstate Commerce Commission accounts, as this grea.tly facilitates the work of the time clerks in consolidating the distribution. A system of sub-accounts for similar work should be made up to suit local conditions and the structures on which the work is performed, such as excavation, foundation, concrete and masonry above foundation, concrete forms, steel work, framing, painting, plumbing, lighting, etc. Reports of Materials Used. The usual practice on most roads is for the foreman in charge of a gang tb make some form of monthly material report either in a monthly diary or on loose sheets. As stated above the diary is objectionable on the larger roads as it is cumbersome. The committee considers that a material report should be sent in by itself either in a special book or on loose sh ee ts, the reports from the different foremen being consolidated in the division supervisor s office into one material report. Not illustrated. 1914 Excerpt: .from the cars by means of wheel-barrows. The mixers discharged into steel bucket hoists which in turn dumped into a forcbay from where it was taken to the forms by two wheel push carts. A substantial staging 6 ft. wide, of 4 in. x 4 in. timbers and 4 in. x 6 in. timbers for uprights with 2 in. planking was built along all walls. Construction commenced in the early part of December, 1912. but considerable delay was experienced on account of difficulty in getting materials and some time was also lost on account of bad snow storms. Good progress was not attained till the first of February, but from then on the work went on rapidly and the building was delivered to the Northern Pacific about the first of June. Considerable freezing weather necessitated the installation of steam pipes between the 4 in. walls, and the water used for mixing the concrete was heated to almost the boiling point and the proper amount run into the mixer. The correct proportions of sand and gravel were then added to the water and thoroughly mixed, after which the cement was dumped in and mixed sufficiently to insure its proper distribution. By using this method concrete was delivered from the mixer at about 90 deg. F. By taking the precautions noted above, no trouble was experienced with frozen concrete. The performance of the plant in preventing loss by melting of the stored ice has been so satisfactory that the owners consider that the economy thus secured pays good interest on the total investment made. The work was carried on under the direction of W. L. Darling, chief engineer of the Northern Pacific, and the late W. C. Smith, chief engineer maintenance of way. Deeks.
