"Under agreement of Nov. 24, 1976, and March 21, 1977, the Alaska Pipeline Commission appointed Special Counsel to assist the Commission in its "responsibility of investigating the costs and charges incurred by the Alyeska Pipeline Service Company required that the Special Counsel prepare a final report of detailing cost overruns. The final report of cost overruns in my judgment is accurate, objective analysis of the multitude of causes that contributed to the excessive construction costs for the $8 billion TAPS project. The report, concludes that substantial specific costs should ne excluded from Commission-established tariffs because they derive directly from impudent business management decisions, lack of due care, or the failure to take corrective remedial action where necessary." "This week, the news media have informed the American public that the first barrel of Alaskan crude oil has completed its epic journey through the Taps Line to its destination at the Valdez Terminal. This result was properly met with the jubilation by those who constructed the TAPS Line. Yet at the same time, because of the prescience of this Commission in undertaking a timely inquiry into the management, planning, and construction of the TAPS Line, serious questions are now raised as to the validity of the costs of construction for the project."
