About the Author: Sandra Bass is a program officer for the David and Lucile Packard Foundation. She holds a Ph.D. in political science from the University of California, Berkeley, and has taught at the University of Maryland and served as interim associate director of the Institute for Research on Women and Gender at Stanford University.
