Synopsis: The stipulations for coordination relating to social security, EC regulations 1408/71 and 574/72, come under the principle of the free movement of workers, and aim to contribute to a raising of living standards and improvement of workers’ working conditions. These provisions are often described as being very complex. The existing legislation may be described as a patchwork, in which special rules exist for different categories of persons and different principles are applied to different risks.
Removal of these inconsistencies would of itself make an important contribution to the simplification of the legislation. The pre-eminent means for achieving such simplification is rationalization. In proposing an alternative model, this study concentrates on two sectors of social security, namely health and employment. In order to estimate the different dimensions of healthcare, it includes an inquiry into cross-border healthcare.
