Born in Sterling, Illinois he grew up in Sterling, Nebraska attending a one room sod school house before moving on to Colfax, Washington in 1883. During the 1890s Stokley was a teacher and later School Superintendent for the cities of Farmington, Colfax, and Pullman in Whitman County, Washington. Later he served in the same capacity at Fort Simcoe in the Yakima Indian Reservation Boarding School. He received a degree in 1904 at the State College following by a Ph.D. from the Chicago University in Economic Science and History. From 1905 to 1932 Professor Roberts taught at the State College of Washington in Pullam [now known as the State University of Washington]. While at college he wrote LABRATORY MANUEL OF ELEMENTARY PHYSICS (1904) which went through four editions. Later in life he wrote MANUAL ARTS (1924). Chapter twelve through sixteen are about his teaching and education for a higher degree. Chapter seventeen to twenty-one comprise an account of his role at the land grant college until retirement in 1932. The work is a interesting account of the area of southeast Washington and the first part of the Twentieth Century recounting the educational system by a major figure in the field.
