About the Author: Jan Engelberg received his B.Sc. (EE) in 1996. He worked four years at Metsähovi Radio Observatory as an operations engineer. Since 2000 he has been working at Finnish Communications Regulatory Authority in spectrum planning and licensing of public mobile networks, participating relevant WGs of CEPT and ITU-R. He received his M.Sc. degree in 2010.
