Small 4to. Wrappers. 12pp. Very good. Outer wrappers (only) lightly soiled. Tight, attractive first edition of this address by the New Jersey legislator, 14th governor (1843-45, 1848-51) and New Jersey Supreme Court associate justice. Haines was vocal in the then-controversial "Broad Seal War," a political brouhaha in which county clerks from Middlesex and Cumberland counties suppressed voter returns in the congressional elections of 1838, thereby handing the election to Whig candidates. The deception was revealed, and on February 28, 1840, about one month after Haines' speech, the five Democratic candidates were granted seats in Congress. This copy bears an interesting autograph addition: Top of front wrapper bears the bold ownership signature "From Saml Fowler Dr / Hardyston," presumably presenting this copy to a supporter. Fowler (1779-1844) was also from Sussex County, and was not only a physician and politician but a New Jersey congressman (1833-37), remembered as a mine owner and minerologist who discovered ores of zinc named, appropriately, after himself (fowlerite) and his home town (franklinite).
